Overlap averages

For a particular route, average the number of routes it is overlapped with throughout its entire length. State borders do NOT matter.

Simple example: I-393 is entirely overlapped with US 202 [1.00] and almost entirely overlapped with US 4 [.95], so its overlap average is 1.95.

More complex example: ME 100 (140 miles):
US 302 [.02]
ME 26 [.09]
US 202/ME 4 [2*.12]
US 202/ME 11 [2*.22]
US 202/US 201 [2*.01]
US 201 [.14]
ME 11 [.19]
US 2/ME 7 [2*.02]
US 2 [.16]

Overlap average of 1.34 (may not be quite exact).

Here are my two questions:
1. What route has the highest overlap average?
2. What is the longest route with an overlap average of at least 1?

Even if it doesn't fit either of these questions, you can still post the numbers you have found for any route. You can go outside the United States.

This is actually a reasonable concept, not pure trivia.

It'll be easier to calculate this way: add the mileage of each overlap and divide by the total mileage. So for US 23 (FL), not counting unsigned 'inventory' state roads:
*US 17 0.84
*SR 228 0.84
*US 1 37.656-3.820=33.836
*US 301 (using US 1 mileage) 545.03-527.14=17.89
total 53.406
length 37.656
average 1.42 (if you count unsigned state roads it's 2.42)

I-465 is 52.79 miles long.

Its overlaps with:
I-74: 32.67 miles
US-31: 24.72
US-36: 24.65
US-40: 19.29
US-52: 22.36
US-421: 21.91
IN-37: 20.59
IN-67: 20.25

That averages out to be a whopping 3.53. Interestingly enough, there's a good nine miles on the northwest side that isn't overlapped with anything.

I-391 and MA 141 do not overlap, Google Maps is incorrect.

OTOH there is an I-495/MA 140 overlap in Mansfield even though 141 utilized the C/D roads between Exits 11 & 12 (0.038 miles per Wiki).

I believe I-393 doesn't actually extend west from I-93, so its overlap average would be an even 2.0.
