I looked up from my phone the other day and noticed this sign on the Thruway near Kingston, one of a few of these I've noticed.  Does any other state have such areas signed?  I have not seen them elsewhere.

There was a thread when these signs were first put up (between 1 and 2 years ago), but I am not sure where that thread is. These signs only exist in the state of New York.

I posted it years ago: https://www.aaroads.com/forum/index.php?topic=10517.msg249008#msg249008

Virginia has stand-alone "Safe Phone Zone" signs, with no Rest Area legend, in advance of their rest areas that are principally ads for the evil lizard auto insurance company (which is why they are stand alone signs - to satisfy FHWA regs).  They also splatter the evil lizard on the posted highway maps at the rest areas themselves.

George Orwell is probably spinning in his grave at the way the American public so blindly accepts how marketing types find even more and increasingly obnoxious ways to intrude into our everyday lives.
