Surface street/boulevard stubs that might/might not be planned for continuation

This is 87th Street Parkway just west of Renner Boulevard in Lenexa, Kansas.

It's the somewhat infamous Lenexa City Center project. There are stubs for Winchester Ave, Elmridge St, Penrose Ln, and I believe Harbinger St (the easternmost unnamed street).

I've read that a while back.

My main concern is Lenexa and other area cities' love of TIFs to fund these projects. Case in point is The Legends in KCK. The Legends itself went into foreclosure in 2012. Backfire Barbecue (bike chopper-themed BBQ joint at The Legends) also accepted credits and it went out of business two years ago.

Enough of this tangent.
