Lack of exit numbering on the Ojai Freeway

Driving on the short Ojai Freeway today (CA-33), I've noticed there is no exit numbering. This seems to be one of the few remaining SoCal freeways not to have it... Is there some exception to the rules, or has Caltrans simply forgotten about this freeway?

There aren't. All exits have a BGS, but none are numbered.

It's surprising given that Caltrans can be pretty generous as to what is an exit (i.e. US 101 in the Northern Coast).

This should be an easy freeway to number, since it starts as a freeway at its southernmost point, which is normally mile zero for exit numbering purposes. Maybe this was simply overlooked? I've not been on this segment of SR 33 freeway in some time; have the signs been replaced (from button copy to reflective)? Google Street View seems to show what appears to be original signage still in place (as of April 2015):

The signs are pretty old. Still using button copy, IIRC. It's a short freeway, maybe only about 10 miles at the most, and only has about five exits, so it doesn't seem like it would be all that hard to sign. But who knows, maybe Caltrans has just forgotten about it.
