That the Harbour is the Waste Disposal Site here is probably what was being eluded to.

I'm not sure that towns put them as far away from the centre as possible. As far away from residential areas, sure, but if there's a port or something, then near there is as good a place as any (both sites that had the big waste-processing facility in Southampton when I lived there were by docks/the river - they moved it from one to the other to redevelop the area).

When, in the UK, we talk about waste disposal sites, we tend to mean somewhere where you dump specific stuff in specific containers and the more general ones (rather than 'paper', 'cardboard', 'glass', 'garden waste', 'plastic', etc) have people who sort the contents. We don't mean landfill sites.
