That signage is no longer there. (Or if it's still there, it's an artifact.) Both US 27 and KY 1974 have been rerouted.

On the left in that photo, for many years, was a place called Cut Corner Records. I spent hundreds of dollars on music there in the 1980s.
Government would be tolerable if not for politicians and bureaucrats.
