If you look at the "what happened to Interstate 5W & 5E" thread in this section, this was discussed in detail within replies #29 through #38 in that thread.  Bottom line: it is one of several proposals regarding I-980 in downtown Oakland, with little chance (save a cap over part of the route) of occurring in the near term.
