This happens to be a standard type of sign for Maryland freeways. This one is in Abingdon, Maryland, along I-95 north, about 25 miles northeast of downtown Baltimore. It's a three-quarter-cloverleaf interchange reconfigured in 2011. In its current configuration, Exit 77A serves both directions of the divided Maryland Route 24, while Exit 77B, one of the cloverleaf ramps, leads to a separate lane parallel to MD-24 then then becomes a ramp to MD-924 and Tollgate Road. 77A previously only served MD-24 south.

Are you sure that sign is dated 1974?  By the late 60s, that porcelain-style sheeting was already obsolete for the MassDPW.  They were one of the first to ditch the porcelain panels in favor of extruded panels.

I'm guessing that BGS is an MDC-install rather than a DPW install.

Edit: after examining the sign more closely; I can see that such is indeed extruded panels.
