I'll do something similar with this St. Paul sign. Picture is from a Pioneer Press article from 2014 about a snowstorm, but Minnesotans who were alive then won't forget the blizzard that occurred on Halloween in 1991.

Heh.  My sister-in-law talked about how she went trick-or-treating that evening and wanted to be a princess.  Because of the snow gear she wore, everyone asked her what she was supposed to be.

I'll also restrict to a photo taken during the actual event, given that the majority of cities probably experienced a major flood or blizzard at some point.

Desert regions are hotbeds of content to fit this criterion.

This is at the western end of the I-70/US6 multiplex in Utah.  Salt Lake City is 170 to 180 miles away, and US 6 doesn't even reach Salt Lake City.  It's surely the best route from the Price/Green River area, where this photo was taken, in that direction, though.
