The sign was taken near Lexington, KY.

Both Louisville and the referred Richmond are also in KY.  It's not referring to Richmond, VA.

I-75 goes nowhere near there.  The closest it gets to Virginia is when it crosses the Kentucky-Tennessee border.

I-64 goes to Richmond, VA.  I can see where a mistake could be made at first glance.

This is about the best I can do...this is an old steel truss that used to carry US 220 over the South Branch of the Potomac River in northern Pendleton County, WV. Replacement bridge is in service and out of frame to the right.

February 15, 2020:  Since it's 2/15, post highway exit signs with an exit number divisible by two, leading to a state, county, or US highway divisible by 15.  The number divisible by 15 must be on the sign in some capacity, and the exit number divisible by 2 must be in an exit tab.  Suffixed letters are allowed on either number.

In short, an even-numbered exit and a route number divisible by 15 that's not an Interstate.

Examples:

36 is divisible by 2 (even), and 120 is divisible by 15.

Both route numbers here are divisible by 15. As far as the exit tab goes I'm sure any even number other than 0 qualifies.
