That would explain it. My guess was going to be that the road is indeed one-way to the left, but two-way to the right.

Where I live in CA, this is done a lot on divided roadways.  There is a one way sign on the far side of a T intersection to points the left, like in the picture, and then another one way sign to the right, is placed perpendicular to the keep right sign that is on the median of divided road.
