If you're going to pluck stuff off the AARoads photo galleries (I've done a lot of that), I suggest right-clicking on the thumbnail of the photo you want to use, then "open link in new tab". That calls up a larger version that meets forum guidelines and is better to use here.  Like, for example, https://www.aaroads.com/west/oregon005/i-005_sb_exit_292_01.jpg

Also, the OP's Rule 10 limits us to signs officially posted by the relevant jurisdiction. We have no way of knowing that this is or was an officially posted sign, let alone which jurisdiction. The lack of visible mounting holes, or other mounting marks, suggests it was never posted anywhere.

2. Challenge rule: Any play may be challenged as long as no more than five plays have been made after it. After five plays, a play stands and cannot be challenged.

There have been nine plays since then. I guess we can say that Parmer is available for re-use, though.

Upheld. Streets must be tied to a jurisdiction (this is how we allow different streets with the same name to be played) and sign must actually be posted in its jurisdictions.
