Both US 89 and I have been consistently treating similar Utah street names as he did here, with "South" (or "North" or "West" or "East") disregarded as directional terms.

The "directionals" rule causes confusion in other places, too. Like my home county, which has North and South prefixes for west-east streets, with numbered streets duplicated depending on whether the street is in the north or the south half of the county. So if S. 2nd Street has been played, I won't play a N. 2nd Street, even though they are completely separate streets and neither connect to each other nor cross the north-south zone boundary (usually follows US 50). This differs from unnumbered streets, which can also be duplicated between North and South, though often (like the street I live on) there's one street with that name that crosses the north-south boundary and so the North ___ and South ___ addresses are on the same street.
