business 80 is former I-80, and as you can see, there is clearly a state route 99 shield on this sign, as is correct for 2009 when it was installed.

That sign is on eastbound CA-4/northbound CA-160 near the Antioch Bridge.  I think the CA-4 exit sign originally had Brentwood and Stockton as control cities.  I guess Caltrans want motorists to use the new bypass freeway that will eventually become CA-4 when completed to reach Brentwood.
