Some phones are stupid and, instead of actually rotating the image whenever the gyro tells them the phone isn't right-side up, just attach a note to the file that the file should be rotated when it is displayed. The software on phones often reads these notes, but desktops often don't.

Based on your comment I checked the metadata on the Flickr entry. Lo and behold, there is an "Orientation - Rotate 180" entry in the EXIF.

Side bar comment: It's kind of odd seeing a center-aligned EXIT tab on top of a main BGS panel with Clearview lettering.  Obviously, the main panel was a more recent replacement.
