US 177 - Shawnee, OK

I was looking at some google maps of Shawnee, OK (I have a friend down there,) and noticed this...

Were Kickapoo and Farrall ever going to connect with something?  The interchanges seems like overkill.

There was a proposed state highway that headed west from Shawnee but I'm not sure if it would have connected to Farrall or not. I'm sure Kickaooo Spur was built to funnel traffic from downtown to US 177/270.
