Yes, it would.  Rule #5a has to do with separate sign panels, not the same sign panel.

5. The sign used in the previous photo has to be the one played from.
5a. Exception: as an example, if a sign is being played for I-65, and there's a speed limit 65 sign in the photo, you can play the speed limit 65 sign in the existing photo and then post a photo of a speed limit 40.

Rule 5a allows the following plays in sequence:

1.
Reassurance marker   [   I-10   ]

2.
Overhead sign panel   [   I-65   SR-16   NORTH   1 MILE   ]
Regulatory posted sign   [   SPEED LIMIT   65   ]

3.

That has nothing to say about whether or not someone else ten days later can use the same overhead sign panel in the sequence below:

Thanks. That's a very underrated area in my opinion - everybody just blows it off as the Utah/Nevada desert, not realizing there are some high mountains and even semi-lush valleys out there. There were even "Flood Area" signs on US 6/50 not far from where that was taken.
