What the heck kind of unit is K.M. per. HR. ??

Also, 24 km/h isn't even close to 25 mph.  It's actually the equivalent of 40 mph (25 km/h is just a hair over 40).

I think you misspoke. You claimed that 25 kph = 40 mph. The numbers should be reversed (25 mph = 40 kph); the actual equivalent of 25 kph is close to 15 mph.
