How do you make accurate-looking freeway exit signs?

Sorry if this is in the wrong place.

I'm fascinated with custom MUTCD-accurate freeway exit signs, and would like to make my own in Inkscape or Illustrator or something (based on signfab manuals like WSDOT's), but don't know how to do it. I can't even find a tutorial on where to start.
