Correct, this is US-17 crossing the Chowan River outside of Edenton, NC.

The speed limit used to be 55 mph across the bridge, then up to 60 mph on the limited access freeway segment east of there. About 10 years ago, NCDOT increased the speed limit to a uniform 70 mph on both the bridge and the bypass.

The speed limit does drop to 55 mph west of the bridge, as the roadway transitions to a four lane divided non limited access highway. In reality, the roadway can easily continue to handle 70 mph travel.
