Sadly, you are correct. Here is the photo location. The speed limit used to be 40 mph, but was lowered to 30 mph when the Delaware Aqueduct Bypass Tunnel was under construction, even though it had no impact on CR-92 (typical abuse of Work Zone speed limits in NY), and it has been kept at 30 mph permanently. If you take a look at the east end, you can see where the 40 mph sign in 2012 was replaced with a 30 mph sign by 2021. Some of the signs still have the 'Work Zone" tab on them, but others don't.

Wow! I wonder if a study was done, or if they just decided to keep it at 30 mph with no basis.

1 is correct regarding the "hint". It's a hint for anyone trying to find the exact spot, because you know it has 2021 imagery, and given the greenery and the "n" visible, you could probably figure out that it's from June 2021 specifically.

But a lot of places probably have 2021 imagery at this point, so like I said, it's only a very small hint.
