The banners reminded me of a town near me (where the speed limit through downtown is ironically 35). The transition from farmland to dense rural housing definitely and the ending of the dashed yellow line made me think speed limit drop as well. Just curious, what does the other sign say? I figured it might be what I guessed since it is probably in NY, and you were giving out bonus points  :)

Oh, all right... I suppose fair is fair.  :D

That one was in Marion, NY. Going the other way it increases to 45 mph here, although it does eventually go up to 55 mph.

The pavement width is 29-30ft, so it can't be due to the road being narrow, though the lack of white lines makes the road seem a little bit narrower than it is. Even NYSDOT is confused, as it has the road listed at 40 (2013) and 35 (2016) in the Traffic Data Viewer.

That's pretty ridiculous. Although I must ask, where is the evidence that it's 30? Especially if the online portals suggest something higher. Unless it's a case of "no sign = default county limit" or whatever.
