Definitely agreed with most of the other guesses that this looks like an IDOT roadway, but I couldn't think of any other IDOT-maintained 3di's since I-294 & I-355 are ISTHA.

And then it occurred to me: Could this be the brief IDOT-maintained stretch of I-355 by its northern terminus (before it switches over to ISTHA for the rest of its length)?

It is the IDOT-maintained section of I-355, and the bridge it is crossing is the Overpass over US 20/Lake St, just south of where I-355 breaks off of I-290

There is a Toll Booth within about a mile of this spot, also
