Someone finally got it! This is the Indiana part of the Cincinnati Loop, coming southbound, next to the three billboards. Thought it would be nondescript enough to have a slight bit of fun. Would've also said as the hint that it was near a nuclear power plant. Your turn.

Ok for some reason when I saw that 165 had already been guessed I read it as 164, which I guess doesn’t exist anymore.  I’m too damn young for senior moments like that!
