Yes, this is NY 28N near one of the best roadside vistas in the Adirondacks. Just down the road at Newcomb Overlook, there's a diagrammatic that shows the various high peaks that are visible, including Mount Marcy, NY's highest point.

Of course, US 9 represents 9 state routes in Essex County, and north is represented by the N suffix (so NY 9N was the other answer that fit both clues).

Yeah, I couldn't think of a better word. I was trying to make it easy to speed things along and most likely ended up overcomplicating it.

In other news, my first clue wasn't even accurate because I forgot about NY 185. There are actually 10 state routes in Essex County (NY 3, 9N, 22, 28N, 73, 74, 86, 185, 373, and 431). Fortunately that didn't seem to hinder you all from figuring out the county (not that US 10 exists in NY, anyways  :-D)
