I don't expect the Blues to leave St. Louis anytime soon. The city of St. Louis may be hemorrhaging population, but the metro area as a whole is not. And the Blues still draw well, even when they're not any good.

Road Hog is absolutely right that the city of St. Louis separating from the rest of the county was a terrible decision in hindsight. In 1877 what is now St. Louis County was still rural and relatively unpopulated and the city didn't want its tax dollars being spent out there, which is kind of ironic because now St. Louis County steadfastly opposes re-consolidating with the city for the same reason. I personally think this is kind of short-sighted, because St. Louis City continuing to wither on the vine does not help the County in the long run. St. Louis City would like to merge with the county again, but the county wants none of it and Jefferson City won't force the issue, because they don't want to upset St. Louis County voters. For that reason St. Louis City and County becoming one again is one of those things that really should happen but probably never will.

If a hemorrhaging population was the requirement for a professional team move, the Packers would have moved long ago...

Baltimore city is separate from (but mostly surrounded by) Baltimore County. Similar to St. Louis city/St. Louis County in Missouri.
