That appears to be the "whiskey fungus" that is all over signs near bourbon distilleries/warehouses in Kentucky.
Government would be tolerable if not for politicians and bureaucrats.

I got a random update for y'all. Feel free to discuss this in this thread at whatever time and whatever extent you want. I came up with XY challenges for 2027.  I already mentioned what I'm planning for the rest of 2026:

Seasons 9-10 (May-August): Oops all concurrencies! Both routes have to be concurrent along the same road.
Seasons 11-12 (September-December): An exit number for an exit found along a numbered highway, and that highway's number. Odd numbered seasons focus on ones digits, and even numbered seasons focus on tens digits.

Here's what I am thinking for Seasons 13-18 in 2027:
Seasons 13-14 (January to April): Junctions of two routes found in states that don't border yours.
Seasons 15-16 (May-August): A US Route where it meets a state route.
Seasons 17 (September-October): The ones digit has to match the designated digits for the day, but the tens digits have to match each other. No geographical constraints apply.
Season 18 (November-December): The tens digit has to match the designated digits for the day, but the ones digits have to match. No geographical constraints apply.

I am open to switching things around or entertaining new ideas if you folks out there have some good ones. If any of these descriptions of these challenges sound confusing, let me know and I can try to clarify.

All the 2027 ideas seem fine to me.

My problem will be with seasons 11-12 this year.  Exit signs with exit numbers aren't something I've ever really photographed, and I don't think I'll have many photos to contribute. So I'll likely just sit those seasons out and join back in 2027.

I think it is some kind of fungus or mold, which isn't a shock in such a humid place. Here's another less extreme example, especially noticeable on the blue sign in the background:
