Why was US 666 renamed to US 491?

That's a common misconception.  It wasn't renumbered.  It's still US-666.  Those US-491 shields are technically errors.  The actual US-491 runs immediately to the west of I-15, between the southern terminus of US-91 and just north of Willard Bay State Park.  Due to sign theft along US-666 and the low AADT on actual US-491, UDOT decided to sign the former with shields they removed from the latter (and unused extras that were stored in the sign shop).

When the state of Utah figured out that all the numbers from a roulette wheel add up to 666, they immediately filed for a renumbering in order to discourage gambling.
