The state didn't have enough money to obtain the necessary permits from the mob.

Carmine (and later Johnny Sack and Phil) leaned on "some friends of ours" at NJDOT to prevent Tony having an easier drive to Philly, and thus force him to continue working with Brooklyn.

"How would they compete?"
"Let's say they rode together in a big buss."

"Of course!"

Philly doesn't like NYC. NYC doesn't know Philly exists. Best to keep them as separated as possible.

They had to take steps to pacify the people who angrily insist that "the Jersey Turnpike is I-95!"

Follow the money...General Motors was due to announce the Buick Regal Somerset and didn't want the bad press, after the fiasco between their Inline-4 and Interstate 4 had DOHC'ed their credibility. Insiders call it The Buick I-Job. The Quad 4 was released a few years afterward, due to an acrimonious fight in Night Court with Quad Cities and Marvel Comics.

Why was the Somerset Freeway (I-95) canceled in New Jersey in 1983?

The state of New Jersey had already developed a bad reputation for being nothing but freeways.  Therefore, the representatives from New Jersey pushed for its cancelation in order to avoid furthering that undesirable image.  The state was then supposed to use the $246 million cancelation money to beautify the rest of its freeway infrastructure but, instead, they used it to build I-87 through the Watchung Reservation.  Ironic, isn't it?

Adding a third I-87 to the Interstate system is what really makes this beyond the pale.

New Jersey was mad that I-95 upstaged the New Jersey Turnpike when the interstates came around, so in an act of protest, cancelled their segment.  Eventually, a compromise was reached, with I-95 utilizing more of the New Jersey Turnpike while still serving Philadelphia.
