Oh, that's simple.  Railroads use humps to automate the disassembly and reassembly of trains.  The collection trackage is referred to as "hump yards".  Sometimes, we need wayside mounted braking systems called "retarders".

Theat's the background, yes.  These warning signs are erected in advance of level crossings near hump yards that are not equipped with mechanized retarders.  In such yards, workers manually move retarders into place during humping operations.  Because of the greater possibility of human error involved, occasionally stray freight cars end up rolling through the level crossing unexpectedly.  Hence the warning signs.

Years ago, the warning signs said "humping area", but some drivers got the wrong idea.
