Oh, that's simple.  Railroads use humps to automate the disassembly and reassembly of trains.  The collection trackage is referred to as "hump yards".  Sometimes, we need wayside mounted braking systems called "retarders".

Theat's the background, yes.  These warning signs are erected in advance of level crossings near hump yards that are not equipped with mechanized retarders.  In such yards, workers manually move retarders into place during humping operations.  Because of the greater possibility of human error involved, occasionally stray freight cars end up rolling through the level crossing unexpectedly.  Hence the warning signs.

Years ago, the warning signs said "humping area", but some drivers got the wrong idea.

Posted at your typical lovers' lane, however the five-minute limit on parking is strictly enforced. Police are always on hand to move anyone along who overstays the limit, so anyone planning on stopping there had better, well, you know...

You can speed on this road, but only if your name is Hump.

Shown below is the sign commonly found at Interstate on-ramps in Kansas.

What two prohibitions should be added to these?

Pogo sticks.

Everyone gives up and lays face down on the ground.
