Caltrans online library has scanned copies of the 1924-1967 run.  Personally I prefer the version on archive.org which also has the 1912-1916 California Highway Bulletin (use the latter as a search).  Caltrans has some other stuff like the Going Places volumes which I haven't uploaded elsewhere.
