Couldn't help but notice the strange "STOP" signal for the drawbridge. Looks like something out of a cartoon.

That's what used to be used for drawbridges at one time.  We replaced ours here with green-yellow-red signals in the late 1980s.

And was still in use as of 2000 at that particular location
