Illinois and OTB signs

Right now I am doing my six-month Illinois DOT signing plan cull, which includes several rehabiliation jobs on I-80, and two questions have come to mind.

*  Why does Illinois DOT provide brown-background supplemental guide signs for off-track betting shops?

*  Why is the precise wording "Off-Track Wagering Facility" always used?

1) Many states give directions to various 'tourist' related places that are near major roads.  OTB also provides a special source of tax revenue to the state.

2) Likely because it sounds better than "Off-Track Betting Parlor".

1. Politics.  Even the racetracks get a cut of the casino taxes.  :thumbdown: :verymad:
(It's our g/d money, f the racetracks - we have two such casinos in town)
2. No known idea why, but it is standard across IDOT and ISTHA.
