It might just be a locally maintained road - though if I'm not mistaken, part of the route would correspond with the Cosumnes River Boulevard corridor, which is still on the books as proposed State Route 148.

The project is being developed by a local joint powers authority.  Not sure if they'll be responsible for maintaining it.  The JPA is composed of two counties and several cities, and the proposed alignment does pass through those two counties and two of the cities in the JPA. Caltrans doesn't have the money to maintain what it currently has, so the chances of it becoming state highway are pretty unlikely unless a funding source can be identified (tolls?).  It really doesn't correspond to any portion of the unbuilt state highway system in the Sacramento region so if it ever became state highway, I'm not sure what number it would take.
