One of the joys of signs and other traffic controls in municipalities around the Commonwealth of Virginia is their variation from VDOT's standards.

The Town of Leesburg, the county  seat of Loudoun County, is another case in point.  Not so many years ago, there were at least a few cutouts, but I think they are all gone.

The main streets through the town are Business Va. 7 (Market Street) running east and west and Business U.S. 15 (King Street) north and south, which intersect in front of the Loudoun County Courthouse. Prior to the construction of the Leesburg Bypass in the late 1960's and 1970's, all traffic had to come through the historic downtown.

In the historic part of Leesburg, many of the traffic signal assemblies are 12-8-8's, and relatively new ones, but outside of the historic area, the town seems to prefer VDOT-standard signal assemblies and structures.

The ugly oversized VA 7 shield replaced a cutout which was still there in the late 90s. 

The SR 7 error shield is new information to me.

Yeah, I remember that.  And that 7 shield is pretty bad - looks very "un-Virginia!"

There was once a Va. 7 cutout in the other direction on the east side of downtown, where westbound Va. 7 Business (Market Street) diverged to the right from Loudoun Street

I think those are relatively new.  It's interesting to me how most of the old routings of Va. 7 and U.S. 15 are remarkably unchanged from their narrow selves of decades ago.  Only exception is East Market Street from the Leesburg Bypass to the location of the two sign panels with the "secondary" 7 shields (I think they grate on me more than that deformed Va. 7 shield).
