Nope.  It is I-78 EB at Clinton St. in Newark, just west of the spaghetti bowl at Newark Airport.

I am going to say Conway, SC east of US-701.  Is that per chance the intersection which leads to some sort of (Community) college or school?

Though I have probably only been down that stretch of road maybe 4 or 5 times in my entire life (back in the days when I lived in Ohio and went vacationing to Myrtle Beach -- the last time was over 8 years ago), the traffic lights looked like a SC set-up, with the little circle loops of wire on either side of the lights, the shoulders were grass right up to the pavement (another SC hwy characteristic), and I remember that specific high-tension powerline design (the 2nd string from the left) running along the south side of US-501 between Conway and the outlet shops next to the Intercoastal Waterway.

Holy crap, I have passed the ultimate test of road-geekdom!!  Not only that, I'm 42 and I STILL have some working brain cells in the far reaches of my mind.

Heavy fog is a California thing but those infrastructure elements look like the Northeast.  So... Is it above the Mason-Dixon Line and east of the Northwestern Territories?  (IOW... PA/NJ, NY or New England)
