Florida State Road 391 angles northwest 2.273 miles from Harrison Avenue to SR 390 (St. Andrews Boulevard) along Airport Road in Panama City. Unsigned County Road 391 extends Airport Road north 0.847 miles from SR 390 to the site of Panama City-Bay County International Airport in Panama City. The state road originates at the five way intersection joining U.S. 231 (Harrison Avenue) with U.S. 98 (15th Street) north of Downtown Panama City.

Replaced by Northwest Florida Beaches International Airport (ECP) off SR 388 in West Bay, Panama City-Bay County International Airport closed on October 1, 2010.1 The 700 acre airport site was acquired by the St. Andrew Bay Land Co. in 2012 at a cost of $51.4 million. Subsequent construction on SweetBay, a master-planned community on the former airport grounds, started in 2015.2, 3
