A 7.83 mile long route across north Tampa and the city of Temple Terrace, State Road 582 (Fowler Avenue) joins the University of South Florida (USF) with I-275 and U.S. 41 to the west and I-75 and U.S. 301 to the east. The heavily traveled route consists of a four to eight lane arterial for its entirety.
A $2.1 million project started on July 12, 2021 made improvements to the intersections with 15th Street, 22nd Street, Universal Collection retail plaza, CR 581 (Bruce B. Downs Boulevard/30th Street) and SR 583 (56th Street). Completed on June 17, 2022, work included pedestrian upgrades and traffic signal replacement.

The Selected Alternative of the Fowler Avenue (State Road 582) Project Development & Environmental (PD&E) Study advanced by the Florida Department of Transportation (FDOT) in October 2023 redesigns SR 582 (Fowler Avenue) between U.S. 41 Business (Florida Avenue) and U.S. 41 (Nebraska Avenue) into a four lane arterial with a 40 MPH design speed. Redesign of SR 582 east from Nebraska Avenue to Bruce B. Downs Boulevard (CR 581) includes a road diet where the outside lane is converted into a Business Access and Transit (BAT) Lane. The median is expanded to accommodate mid-block pedestrian crossings and the design speed is 40 MPH. SR 582 east from CR 581 to west of N 56th Street retains six lanes with a design speed of 45 MPH.
