Spanning the Front River at Port Wentworth along SR 25 (Coastal Highway), the Houlihan Bridge is a swing bridge built in 1922 and widened in 1954.1 09/22/14

State Route 25 represents the counterpart of U.S. 17 throughout most of southeast Georgia. The two overlap from the Florida state line south of Kingsland to Brunswick, Darien, Midway and Richmond Hill. Within Chatham County and the Savannah area, U.S. 17/SR 25 follow Ogeechee Road northeast to Georgetown, Silk Hope and southern reaches of Garden City.

Continuing into Savannah, U.S. 17/SR 25 converge with I-516/SR 21 and U.S. 80/SR 26 at Liberty City. The four routes join I-516/SR 21 (W.F. Lynes Parkway) north. U.S. 17 shifts east from the freeway along I-16 to the Talmadge Bridge spanning the Savannah River. SR 25 remains alongside I-516/SR 21 north to Brampton Avenue in Garden City.

Lining Main Street in Garden City and Coastal Highway through the city of Port Wentworth, the northern 6.75 miles of SR 25 run independent of another route. This portion of SR 25 follows the original alignment of U.S. 17 north to the Houlihan Bridge spanning the Savannah River into Jasper County, South Carolina.

U.S. 17 was realigned off SR 25 (Main Street) in Garden City and from a portion of SR 25 (Coastal Highway) in Port Wentworth in 1993. Providing a higher capacity route, U.S. 17 shifted west along SR 21 (Augusta Road) north to SR 30, and along SR 30 (Bonny Bridge Road) east to Coastal Highway in Port Wentworth. This change was approved by the American Association of State Highway and Transportation Officials (AASHTO) on April 18, 1993. However the following year U.S. 17 was relocated along what was U.S. 17 Alternate across the Talmadge Bridge. AASHTO approved this on November 12, 1994.
