The second configuration of the SR 60 interchange with SR 589 involved a hybrid intersection-interchange configuration where drivers bound for the Veterans Expressway northbound were required to queue at a traffic light along the Memorial Highway freeway north. This poorly designed interchange was intended to be temporary until a high-speed interchange could be built. 12/21/03
Taking the northbound ramp to Florida 589 (Memorial Highway / Veterans Expressway), drivers initially turned south before looping northward into a signalized intersection with the Florida 60 westbound on-ramp to Courtney Campbell Causeway. A pair of guide signs advised motorists of the impending Exit 2B off-ramp to Independence Parkway and the Florida 589 transition into the tolled expressway. 02/21/06

The exit with SR 616 (Spruce Street) east also served as the primary connection to Tampa International Airport (TPA). Once on the transition ramp to SR 616, a loop ramp provided the connection north into the airport. 06/23/07

Beyond Florida 616, Florida 60 (Memorial Highway) advanced to the exchange with Interstate 275. I-275 travels east and north to meet I-4 and I-75. Otherwise I-275 heads southwest over Old Tampa Bay to enter Pinellas County and provide connections to St. Petersburg. 07/30/06
The original configuration of Florida 60 east at Interstate 275 took all traffic from both the airport and Memorial Highway onto I-275 south via a single ramp. The adjacent northbound off-ramp to Cypress Street was removed as new ramps were built to the Howard Frankland Bridge from both the SR 60 mainline and Tampa Airport Interchange. 03/18/06
The previous departure point for the southbound I-275 ramp to St. Petersburg existed below the flyover carrying drivers from I-275 north onto SR 60 west. This ramp was relocated to the right to join an extended ramp from George J. Bean Parkway and Cypress Street south onto the Howard Frankland Bridge in 2006. 07/30/06
Passing under the Interstate 275 freeway, SR 60 east reached the loop ramp to I-275 north. SR 60 continues along West Kennedy Boulevard toward Downtown, parallel to I-275. 03/18/06
