Florida decided one way; Arizona the other.

Depends on the metals/fuel market, no?  50% more metal, 50% more weight to ship.

Also depends on performance, failure threshold, etc. 

My money is still on labor being the biggest expense.  Simpler signs go up faster, and union construction guys are not cheap.
