Abandoned Pennsylvania 23

As you may or may not know PennDOT constructed a highway that stretched from Lancaster to Norristown, unfortunately in the early-1970s the project was abandoned. I'd like to know more about this phenomenon, like why it was created, why was it abandoned, and pictures of it, I'm just curious.
