Move Over laws

Yes.  Because speed is self-regulating.  And because every SL increase has been followed, of course, by a reduction in traffic mortality and morbidity.  And because when you empower government to enforce, randomly (or maybe not randomly) laws that esentually everybody, including themselves, violate all the time, you open the door to tyrany (ask yourself what Dr. King was in the Birmingham Jail for in the first place). 

Society has so many more crime problems than to spend $$ on increasingly complex plots to random tax motorists on the most crime free places in the nation.

In many cases, the driver getting pulled over is nervous, pissed off, or both.

If they can't pull over in a manner on the highway to make it as safe as possible for the officer, chances are they'll screw it up trying to pull off the highway exit as well...if they even make it there.  They'd probably drive 35 mph down a 65 mph highway just getting to the exit.

Before the move over laws got to NY, I wouldn't change lanes, but I would move my car left such that the left tires were right on the lane line.  Because I don't drive an SUV or truck, that leaves more than enough room.  I don't think I should be punished because many people choose to drive abnormally large vehicles (many times the move over law results in a driver going 5-10 mph under the speed limit who I am trying to pass to move left right in front of me).
