I am the PERFECT person to ask this question.  One of my best friends lives there, and when I send him anything in the mail, the city-state-zip is "Dauphin Island, AL 36528."  So yes, it is definitely a town.  (Also I've been there twice.)
Avatar is the last interesting highway I clinched.

ZIP Codes do not necessarily denote official towns, however.

We've used non-official towns many times in this game. I didn't object when someone played South Amherst, MA (which is part of Amherst; it is not a separate town or even a separate ZIP Code).

Dauphin Island seems to be a named place where people live, and so works for me. Anyway, as worst Dauphin Island was a "doesn't help, doesn't hurt" play, keeping us on D while tapping jbnv's inventory. If it had not been played, AsphaltPlanet's following play would still be valid.

Let's move on with an E___ (which I ran out of, in the play preceding jbnv's).

Taken on my latest visit to Asbestos. The old man who was working on the lawn I parked along seemed curious about my picture-taking, but alas he spoke hardly any English (it didn't sound like "get off my lawn!"), and I speak hardly any French, so that conversation went nowhere.
