AFAIK, it'll be the only multi-state 3di in this game to require two photos instead of one because of this oddity. Since it's a single route in the two states, I assumed we were doing what we did with previous numbers (155, 255, probably others) and representing each instance of a route once, even if that route spans multiple states.  I think 265 was an exception since it's intended as a single route, but the Indiana and Kentucky parts are not yet a single, signed route.
