That section of I-10 was rebuilt back in the late 90s or early 200s. Can the concrete withstand that much water without damage?

I don't know, but I'm sure there will be lots of sand! Whenever the river at my cabin floods, it always dumps an inch or so of sand everywhere. They're going to be spending weeks clearing that sand off all the roads.

I wouls imagine it would depend if the warer was flowing fast or not.  I know there are section where the substrate dirt was washed out or at the very least compromised
