I don't understand. I refer to interstates as freeways all the time.

Based on the above examples: is this some kind of joke thread?

I-238 in San Leandro, CA

Definitely a freeway, whatever you might think of the number.

Are we counting segments with street running near border crossings, such as I-19 Nogales, I-35 Laredo, and so on?  And I-93 through Franconia Notch is a surviving example of an Interstate with full access control but no second carriageway.

For those two examples, the Interstate ends short of the border, where the freeway ends. In Nogales, I-19 connects to a business route, which goes the rest of the way to the border.

Given the examples in your OP, a reasonable person would argue otherwise.  You look like you were trying to ask which Interstates are NOT freeways...

Either that, or he got the terms freeway and expressway confused. I-180 would be an expressway.

The 3 Interstates he listed are not freeways in the locations he specified.  I think he's confused.

Technically, I-19 continues a few blocks on regular streets.

Travel Mapping agrees, though it still has the Interstate stopping short of the border -- and TM usually is pretty good about precisely placing Interstate endpoints. That's consistent with the signage I saw a few years ago when I took I-19 to I-19 Business then to Mexico 15 on the other side of the border.

Yes. It does both, continuing on regular streets and ending short of the border, for whatever reason.

I think it's to help people crossing the border make their way to the Interstate.
