I had read about that massive submerged-express-lanes project somewhat recently which is how it came to me so fast...but agreed, I definitely want to check that out too!

Not I-490 - but you're in the right region (Northeast), and you're on the right track in that despite looking rural at the exact location, there is a major city not far away.

There is also a well-known bridge a few miles straight ahead from this location.
