I've seen that it was used somewhere else, though I don't remember where.

Found this sign in Mexico City on Streetview "INHALA EXHALA" (translates to "inhale exhale"). Strange thing to put on a sign!

In my driving experience, seeing this sort of thing isn't that uncommon for reassurance shields.  NH comes to mind.

I've seen them in New Mexico, Colorado, Utah and even Ohio (West Shoreway, Cleveland), maybe not commonplace, but they ARE out in the wild.
