Some northeastern states might sign a road like that at 55 mph, but most states that's at least 60 mph, if not 65 mph or higher. Yes, even if urban areas.

A wide open limited access highway like that should be minimum 70mph, though perfectly safe for 80mph

I'm wondering if this limit is even allowed under state law but whatever
Florida allows 65 mph on non-controlled-access divided highways.

3 miles of divided highway through the middle of the swamp connecting FL-589 to a developed River Ridge area. I could see most states just keeping it 55 mph since it's not a major state highway or anything, and relatively its short... but it'd have virtually no compliance and could become an easy speed trap as people would go 70 mph.

This is a good use of a 65 mph zone.

The primary reason I bring this up is because this is a county road. In Florida, only FDOT can put speed limits higher than 60mph, so unless FDOT specifically authorized the county to put 65, the county could not legally post it.
